UN Council Endorses Trump's Gaza Initiative
The UN Security Council has approved a plan put forward by President Trump for securing a lasting peace in Gaza, featuring the deployment of an multinational security unit and a possible route to a independent Palestine.
Broad Support with Key Absent Votes
The resolution was adopted by a tally of thirteen in favor, with both China and Russia abstaining. America's representative Mike Waltz informed the UN assembly that it set “a new course in the Middle East for the conflicting parties and all the residents of the territory alike”.
Negotiated Phrasing on Palestinian Statehood
The inclusion of mentions to an independent Palestine was the concession the United States paid for backing from the Muslim nations, who are expected to provide peacekeepers for the global force.
“Interim measures that we begin today must be carried out in following international law and honoring Palestinian self-determination,” the UK chargé d’affaires declared.
Israeli Resistance Continues
Nevertheless, on the eve of the resolution approval, leader Benjamin Netanyahu restated his administration's firm resistance to the establishment of a sovereign Palestine, casting doubt on whether Israel will permit the enactment of the internationally endorsed measures.
Main Elements of the Measure
- Prompt removal of remaining curbs on assistance into Gaza
- Establishment of an international stabilisation force
- Steps toward rebuilding and a potential “pathway to Palestinian sovereignty and sovereignty”
Vague Phrasing and Conditions
The reference to Palestinian statehood was a balanced insertion to an initial US draft which omitted it. But the phrasing is unclear and contingent, promising only that once the Palestinian Authority has implemented reforms and the reconstruction of Gaza is under way, “the conditions may finally be in place for a credible pathway to Palestinian independence and nationhood.”
Global Feedback
The phrasing did not meet of the definite pledge to the building of a sovereign Palestine alongside Israel requested by Arab and Islamic states, as well as European delegates, but in addresses to the assembly after the approval, delegates from those states said they were prepared to accept the agreement in the service of prolonging the present ceasefire and swift steps to provide for and safeguard the millions of Palestinians in the territory.
“We has eventually decided to endorse of this resolution, a text that we support its core objective, namely the maintenance of the cessation of hostilities and the establishment of circumstances enabling the Palestinians to exercise their basic entitlements to sovereignty and nationhood,” the Algerian envoy declared.
Practical Difficulties
This measure gives overall oversight authority to a “board of peace” chaired by Donald Trump, but of undefined composition. The board has to update the United Nations but it is not obligated by the desires of the United Nations or by the Palestinian Authority.
It also calls for the formation of a specialized Palestinian group that is expected to manage day-to-day governance of the territory and the distribution of aid, but it is highly uncertain who would participate.
Peacekeeping Unit Mission
The mandate of the ISF empowers it to remove and dissolve armed groups in the strip, but it is highly uncertain that would-be troop contributors would be willing to face such groups. No country has yet committed itself to sending peacekeepers.
Furthermore the standards for reform of the Palestinian Authority, the requirement towards steps to Palestinian statehood, have been vague.
EU representatives said they viewed it as pressing that the identities of the specialized group to deliver services was agreed as without delay.
